Hello i have to buy a phone.And I'm buying it today.I have to order it today.My budget is 19K Rs.

5. What camera option you want (flash, front facing camera)?

A good camera with atleast 10MP.

6. Preferred operating system? (Android, iOS, Windows Phone, etc).

7. Preferred connectivity options (3G, 4G ready).

3G,If 4G if it is available.

8. Primary use of handset (multimedia, camera, internet, gaming etc)?

Browsing net,Watching HD Movies,Moderate Gaming newer games like Asphalt 8.

9. Any specific mobile phones in consideration?

No

One Plus One if you can wait for an invite,Nexus 5 if you can extend
Moto X 2013 isnt bad either,its krait cores are just about as powerful as a quad core

If only preferred brand is sony, then go with Zr..( not recommended) Otherwise get the one plus one or at least mi4..

The moto X 1st gen can beat the Xperia ZR any time in any way you want(real world score,not the spec sheet)!

The only phone at that budget comes to mind is the S4, which fulfills your requirement of camera and screen size. However it's not a Sony!

You have to decide what is more important - having Sony or having less than 5 inch screen or 19k budget.
If you can increase your budget then Xperia Z1 Compact will meet your other two requirements
If you ignore your brand preference then Moto X 1st gen or Galaxy S4 will meet your requirements.
