Go for LG dynamite KG300j. Very good phone and it is worth money.
Camera:- 2MP, no flash, no autofocus(U cannot get flash and autofocus within ur budget)
OS :- JAVA MIDP 2.0,
Bluetooth, Fm, Micro sd supported etc. very good display. I can say that everthing is good.
