Ok , so the cpu is locked then , regarding the mob , is the asus b350 plus the only best option in this price range/budget ?

You need an AM4 compatibility bracket.

Yes go for the 1600, if your are saving some I say try to put that towards your ram, last time I checked ryzen's performance is boosted significantly by high speed ram. Sry if there's a fix or update now. If that's the case or u don't want higher speed rams maybe go for 16 gigs. With those 12 threads n 16 gigs u will be able to play some games on emulators (personally I love emulators :))
