Yeah, 2 GB RAM would be sufficient for Windows 7 Ultimate, as long as you don't do any highly multimedia editing stuff, or 3D modelling.
BTW, you could have kept the name of the thread a more meaningful one!

Its better to have Win 7 ultimate X86 installed than X64, as X64 [64 bit OS] is more demanding than x86 & it utilizes less.
