I am using Internet Worm Protection as a firewall but I am confused that should I use Kaspersky Anti-Hacker or Norton Internet Worm Protection?

whenever i start the win 98 FE it gives an error message windows protection error . you have to restart your computer the os hangs after that what should i do ? i reinstalled it 4 times then also th same problem presists
