1. What is the purpose of the computer? What applications and games are you going to run? (Be exact. Which games? Which applications? Avoid the word 'et cetera.' Vague answers like 'gaming' or 'office work' will not work.)
Ans: Will be playing latest AAA games and edit 4K videos.

2. What is your overall budget? If you can extend a bit for a more balanced configuration, then please mention it.
Ans: 75-80k

3. Planning to overclock?
Ans: No OC

4. Which Operating System are you planning to use?
Ans: Windows 10 PC

5. How much hard drive / solid-state drive space is needed?
Ans: Around 500 GB SSD only as I keep portable HDDs for data backup.

6. Do you want to buy a monitor? If yes, please mention the screen size and resolution you prefer. If you already have a monitor and want to reuse it, then do mention the screen size and resolution of the monitor you have.
Ans: 4K monitor for 4K gaming

7. Which components you DON'T want to buy? i.e. which components you already have and plan on reusing?
Ans: Not applicable.

8. When are you planning to buy the system?
Ans: Within 2 months.

9. Have you ever built a desktop before? Or, will this be done by an assembler?
Ans: I can assemble myself.

10. Where do you live? Are you buying locally? Are you open to buying stuff from online shops if you don't get locally?
Ans: Nehru Place New Delhi is the preferred site of purchase

11. Anything else which you would like to say?
Ans: I need a reliable gaming PC that can play new games on 30-40 FPS on 4k for 2-3 hours.

OP says they want to edit 4k videos and not play 4k games. At least that's what I understood.

4K low 30-40fps might be possible in some new games with your budget, but for higher fidelity, you need to double your budget. Also, GPU prices are very bad right now due to tax increase, low supply, high demand, miners & general hoarding by sellers to jack up prices.

Recommendation for OP but for anyone else reading this thread in future, do not buy a 4K monitor & expect 4K gaming at this budget:
CPU - Intel i5 10400 - 15.5k

Mobo - MSI H410M Pro-VH - 5.6k (it has M.2 SSD slot)

RAM - 2x8GB DDR4 2666+MHz - 5k

GPU - Zotac GTX 1660 Super - 24k (usually 20k)

SSD - Kingston A400 120GB 2.5″ - 1.8k

HDD - WD/Seagate 1TB 7200RPM - 3.2k

PSU - Gigabyte P550B 80+ Bronze - 3.5k

Cabinet - Corsair SPEC 01 or other mid tower ATX - 3k

Monitor - Acer VG280K 28" 4K IPS Freesync - 25k

Total - 86.6k

*Get 2666MHz RAM but sometimes higher freq RAM is cheaper. Say a 3000MHz RAM will underclock & run at 2666.

Check primeabgb, mdcomputers, theitdepot, vedant computers, onlyssd (online stores as well) for PC parts at a good price, sometimes even amazon.

Zotac GTX 1660 Super costs 600$ in US including state taxes (44k INR) so 24k in India almost half. I need SSD for 500GB at least.

So what budget is good enough to play latest titles in 4K in 30 fps?
200k INR for a decent experience at 60fps as 30-40fps is low by PC standards. I will play at 1080p ultra 60fps any day over 4K low-med 40fps any day. Also, for 24" 1080p looks great, so does 1440p at 27". Personally I will get a 1440p 144Hz monitor over 4K 60Hz & that's what most PC gamers do, check reddit, like r/Battlestations.

I would say RTX 3070 is minimum for good 4K gaming.

As I said, miners have affected prices a lot, among other stuff. GTX 1660S costs $220 normally in the US, so under $250 with taxes. Even 24k I said seems rare as many sites have quoted 27k or so. Waiting for some time might be a good idea or not, who knows.

150k build:
CPU - AMD R5 3600 - 17k

Mobo - Gigabyte B550M DS3H - 9.2k

RAM - 2x8GB DDR4 3600MHz - 6.5k

GPU - Asus/MSI/Zotac/Gigabyte RTX 3070 - 60-70k

M.2 SSD - Kingston A2000/WD SN550 1TB - 9.5k

HDD - WD/Seagate 1TB - 3.2k

PSU - Antec HCG750 80+ Gold - 7.5k

Cabinet - Lian Li 215 or other mid tower ATX - 6k (can vary)

Monitor - Acer VG280K 28" 4K IPS Freesync - 25k

Total - 143.9k+10k?

I need everything in 4K. 1080p is so 2010s era. Tell me how much more I need to spend for full 4K setup?
Personally, I don't see 4K becoming mainstream like 1080p anytime soon. If you think the new consoles run games at 4K, then you are mistaken. Good 4K 144Hz monitors just started coming out & costs 60k in India, it will take maybe 5 years for price to come down to 1080p level. Also, only top GPUs can comfortably game at 4K ultra 60fps.

An RTX 3080 costs more than your budget of 80k.

Well getting a PS5 (40k for digital edition) and 55" 120Hz Samsung 4K QLED TV (78k) sounds way cheaper (118k INR) than 4K 120Hz gaming rig of 150k. Personally I love first person shooter games with mouse and keyboard.

Currently GTX 1660 Super is no where for 250$ in US.

Consoles are & will always be cheaper upfront than a PC.

For reference, the GPU powering PS5 is said to be as powerful as RTX 3060, a GPU supposed to be priced at 30k but won't be priced near 30k anytime soon.

Consoles can play games & maybe run videos online but that's it, a PC can do much more tasks. So decide on your usage & requirements for PC vs console first. I do much more than just playing games on a computer, so won't buy a console. Do remember that you have to pay a monthly subscription to play games online, even if that game itself is free, like CoD warzone. Also, regional pricing is better for PC games in India vs consoles.

As I said multiple times earlier, many factors are at play since late last year with crypto miners being the latest reason that affected GPU pricing badly. You get overpriced RTX 3060Ti for $500 there till last month.

Playing at 4k30 is stupid. Target 60 fps in non e-sports titles and above 120 fps otherwise.
I'd agree. After playing at 60fps, I can see anything lower than 40fps as laggy easily. Same goes for tearing, after getting adapted to g-sync, I can see some tearings without VRR (v-sync at 72fps solves it though for my 144Hz display)

Bro dont go for higher resolution. Its the FPS that makes games seem better. Id take 144Hz 1080p anyday over 4k 60Hz. Check out a 144hz monitor somewhere and youll understand the difference.
