If you have multiple RAMs, try using one of them at a time and using different slots.
Light on cabinet are to indicate that the PC is ON, and other light is for HDD activity.

Post your pc config.

How old is your motherboard ?
Borrow a compatible working ram module from friend and try with that.

Usually in such cases chances of mobo being bad is the highest, you can take just the mobo+installed processor to some nearby pc shop for testing which will confirm whether the mobo or psu or ram has the issue(they will have their own ram & psu so only your mobo will be left if it still doesn't work, chances of processor being faulty is very low).

Never repair a mobo if it costs more than 1k. Check olx for your city for used H61 mobo. For reference I am planning on selling my pentium G620+gigabyte H61+4gb corsair ram combo for ~3.5k.

you can do it yourself I mean the test thing - H61 has onboard VGA so use that.

Unmount the graphic card from motherboard.
Reset bios setting by removing the CMOS battery from motherboard for 3 to 4 mins. Do it when pc is completely disconnected from all power sources.
Test with single dram module if you have multiple. Test both dram slots of the motherboard.
Lastly, borrow and check with a PSU from a friend or better buy new decent one. It's never recommend to or wise to use local cheap PSUs.

Done test with vga still no display removed and resetted cmos as well no difference. Its either psu or mobo have to check that.
