1. What is the purpose of the computer? What all applications and games are you going to run? (Stupid answers like 'gaming' or 'office work' will not work. Be exact. Which games? Which applications? Avoid the word 'et cetera.')
Ans: Video Editing and rendering. Softwares: Maya, Corel, Adobe Premiere and After Effects are main. (No gaming btw).

2. What is your overall budget? If you can extend a bit for a more balanced configuration, then mention this too.
Ans: Less than 1.5L.

3. Planning to overclock?
Ans: Need stable PC. So no.

4. Which Operating System are you planning to use?
Ans: Win 10.

5. How much hard drive space is needed?
Ans: 1 TB (2 TB if budget allows).

6. Do you want to buy a monitor? If yes, please mention which screen size and resolution do you want. If you already have a monitor and want to reuse it, again mention the size and resolution of monitor you have.
Ans: Already have monitor.

7. Which components you DON'T want to buy or which components you already have and plan on reusing?
Ans: Monitor, Input devices and UPS.

8. When are you planning to buy the system?
Ans: ASAP. Probably within a week.

9. Have you ever built a desktop before or will this be done by an assembler?
Ans: Yes. Will self build.

10. Where do you live? Are you buying locally? Are you open to buying stuff from online shops if you don't get locally?
Ans: Delhi. Nehru Place is preferable. Should get all components in Nehru Place market at one place.

11. Anything else which you would like to say?
Ans: Need best graphic card in budget provided. Don't need fancy RGB. Look is secondary, functionality takes precedence, since the PC needs to be used in work environment.
Also I don't have any bias towards AMD or Intel. But I think Intel with Nvidia GPU provides best compatibility with Adobe softwares. (?)

You've good enough budget. In this budget you can fit everything comfortably.

Then lets save money and advice components keeping in mind that less money used the better.
So maybe under 1L.

How is the ambient temps going to be at the place where this pc is to be used.8700 can get very hot & stock cooler is not recommended at all unless you never plan to push 8700 beyond 50-60% processor load.

Well there should be AC installed since summers can get really hot here (as you might already know being in NCR).
So how about not using this processor which can get really hot? Can we downgrade it? Will it going to be bottle neck for a GPU of good caliber?
Also you didn't suggest any GFX?

Edit: There will be full AC. So a custom cooler is not required for i7 8700?

It depends on your usage,if you intend to primarily rely on gpu for rendering works then even a 8th gen i5 is enough for 1080Ti/2060 but if you intend to let processor do the heavy tasking then i7 8700 is better than i5. You will need an after market cooler in either case as intel stock coolers are just not good enough for 8th gen i5/i7 when used under heavy load conditions for long duration. Since gaming is not your usage so it depends on how much the rendering software can make use of gfx card that justify spending more on it compared to processor.

That's exactly the purpose I created this thread for. I am not sure what GFX is required for the task, and how much should be spend on GFX/CPU combo.

But only those who actually use such software can give suggestion.Have you checked adobe forums for what is the usual recommended config nowadays for their latest software lineup?

I just check reddit for After Effects related build suggestions & found these(looks like to me that getting i7 8700+a card like 2060 should be enough for 4k rendering).
fastest possible PC for after effects? : AfterEffects
Best PC upgrades for speed in AE? : AfterEffects

So that means, a CPU is more important than getting fastest GFX. Keeping that in mind, I made following config (prices from Primeabgb, might change in Nehru Place):

CPU: Intel Core I7-8700K 3.70 GHz = Rs 41,500
Mobo: GIGABYTE B360 AORUS Gaming 3 WIFI Motherboard = Rs 11520
GFX: MSI GeForce GTX 1060 6GT OCV2 = Rs 24049
RAM: Corsair 8GB DDR4 CMK8GX4M1D3000C16 3000MHz = Rs 4450 x 2 = Rs 8900
SSD: ADATA XPG 512GB SX8200 Pro PCIe Gen3x4 M.2 2280 SSD = Rs 9400
HDD: Western Digital Caviar Blue 2TB WD20EZRZ = Rs 4650
PSU: Corsair CX series CX650M 650W = Rs 6650 (increased this, since 550W seemed low).
Cabinet: Undecided (too many options). Need one that is large enough for future upgradation, spacious and probably modular too. Calculated Total assuming 10k for cabinet.
Total: Rs 1,06,669.

I can do probably following things in above config:
1. Downgrade CPU to 3.2 GHz (Intel Core I7-8700 3.20 GHz): Rs 30,250
2. Upgrade GPU to 1070 (ZOTAC GTX 1070 Mini 8GB): Rs 37454

Above change would also make the total around, Rs 1,18,824.

How does it look?

Get asus or zotac nvidia gfx card.
Change psu to TX650M from mdcomputers or vedantcomputers

If you are planning on getting k processor then get a good Z370 mobo:
Buy Gigabyte Z370 AORUS ULTRA GAMING at Lowest Price in India - mdcomputers.in
Buy Asrock FATAL1TY Z370 GAMING K6 at Best Price in India www.mdcomputers.in

Z370 mobo tier list:

Prioritize in this order,
CPU
RAM
STORAGE
GPU
8700 is enough, more than 10k for K version isn't worth the premium.
For video editing, go for after market cooler.
As for MB, better pick an ATX board from H or Z series with plenty of SATA ports (beware of M.2 slots sharing lanes with SATA ports)
Isn't 1160TI better than 1070? If I remember right, the benchmark posted here by one of our digitian shows 1160TI > 1070 and it's cheaper than 1070.
Go for gold rated PSU and 550w is good enough. I hope you're not planning for multi GPU setup in future or OCing.

If not planning on overclocking then go for config 2.However do change psu to CX650(CX650M is bit inferior to CX650). Also change that cabinet because for such configs priority must be good temps which in turn means well ventilated cabinets.

Any particular reason? This specific mobo received good reviews on tomshardware as well as reddit with good enough VRMs to handle an i7 8700.
Affordable 300-Series Boards Are Finally Here - Conclusion
I find H or Z series board better for video editing than a B series board.
Price difference isn't much between B and H, why leave the extra features you can get from H. Since he has good enough budget for a good board, why not a Z series.
With those two changes, bottom number increases by ~9k
