We can't know for sure since the affected companies themselves are denying that this is the case, companies who are actually liable don't think this is an issue.

Perhaps someone spreading FUD.

How hard is it for a manufacturer to put a pencil tip sized chip into a motherboard ? Much easier than you think when it is manufactured in China.

^^It is an unsaid rule regarding international business & diplomacy,a company never confirms or denies such things without approval of govt of their home countries(which in most cases choose to remain silent because real action always takes place out of public view).

Given China's track record regarding state surveillance, it's still very plausible that they could go to such lengths for international surveillance as well.
