AMD APU's are obviously superior to Pentium QC chips,if they are Quad Core APU's.

I think he meant QC = Quad Core
And it really doesn't matter at this budget. One shouldn't expect high performance.

Any laptop with 820M can run both CS GO and Dota 2 768p med settings ~40-50 fps
However, GTA V hasn't been out for PC and it's too early to say it'll run good enough on 820m.
Any other recent demanding games will not run fluently on 768p+ med-settings or above.
