My brother is an architect by profession. And he needs a Desktop to do his work.

1. What is the purpose of the computer? What all applications and games are you going to run? (Stupid answers like 'gaming' or 'office work' will not work. Be exact. Which games? Which applications? Avoid the word 'et cetera.')
Ans:
He will be mainly using the PC for designing and rendering softwares.

Autocad 2013, 3dsmax, Revit architecture, archicadd, photoshop cs5, maya, rhino, google sketchup, blender, adobe illustrater, windows movie maker, adobe reader, vlc player, km player

2. What is your overall budget? If you can extend a bit for a more balanced configuration, then mention this too.
Ans:
25,000.

I can extend the budget by another 25,000 if needed. The configuration should be good enough for his work.


3. Planning to overclock?
Ans:
Yes, when the softwares demand it.

4. Which Operating System are you planning to use?
Ans:
windos 8


5. How much hard drive space is needed?
Ans:

Should get good performance while rendering in 3dsmax and working in photoshop and autocad.

Is the graphics card ATI Radeon HD 4650 compatible with this rig? Or does he need to get another one?

Does intel processors perform better than FX 8350 in rendering and for the softwares that he is using? No need to worry about the game performance.

I think you are referring HD 7870 XT here. 7950 isn't available @ 17K

guys why suggesting a gpu as he already have a" graphics card ATI Radeon HD 4650. "
That card has Open GL 3.2 support.

Few i7 can perform better then FX 8350 but when FX 8350 is overclocked 4.3-4.5ghz it performs far better then non-'K' i7 which costs 6-7k more.

If i7 gives better performance and is more productive, is there an i7 configuration that I can get from my budget? Or how much more should I extend my budget, if I need an i7 rig.

^^ Compromise with graphic card (get 650ti or HD 7770) get and get 4th gen i7 (avilability is issue)
For now, my brother can use ATI Radeon HD 4650. And update the graphics card in near future. Could you suggest such a configuration? I have checked in bangalore. i7 4770 is available @ 19,000. And how would it compare to FX 8350 build? How much more budget is required for that?

Yes you can use hd 4650 with this config

Yes it is better than fx 8350 for your work.

Black is way faster than blue one

For rendering, you want as much RAM as possible. Get two 8GB sticks for now so that you can max out your board's capacity.

Also, since this is a workstation, overclocking is not a great idea as stability is of utmost importance. So, I suggest you get a non-k Ivy Bridge i7 and a B75 or H77 motherboard (or wait for their Haswell versions). Or you can take a look at my sig- the Xeon I'm using is basically an i7 3770(non-k) but without the integrated graphics and consumes lesser power too and costs the same as an i5 3570K. Easily beats any i5 or FX processor.

^^ dont you think B75 mobo that you have is not much suitable for workstations. OP should go for either FX or haswell i7, with sturdy mobo suggested

B75 boards are fully featured and meant for businesses and stability. There is no performance difference at stock speeds between B75, H77 or Z77. Having built many PCs over the years, I can tell you that all the extra bling you see in high-end boards are mostly marketing gimmicks and don't make them "sturdy".

OP would be far better off spending the extra 10k on other components such as a bigger and better monitor or even a dual monitor setup.

@op what bikramjitkar has suggested is very good. If you go dual monitor setup on one monitor you can have your settings & preview in other monitor. This setup really helps.
