XP got problems

my XP pro has got some problems.certain things like regedit,run,etc are disabled.a msg comes "this operation has been canceled due to restrictions in effect on this computer.please contact your system adminstrator". also XP is slow ispite of 512 MB ram.it gets stuck once in a while too. i cant acces the msconfig too. sumtimes comp automaticaly restarts.some aplications like WMPlayer,Y! msngr etc are slow too. i guess theres a foldre virus too,in most folders thers a nothr exe file with folder icon having the same name as parent folder. i cant access any drive C: or E: etc directly from the addres bar , it says "access to resource C: has been disalowed".wats the problem ? how 2 fx it?>

To enable registry do the following

Open your start menu click Run and paste in the folowing command: REG add HKCU\Software\Microsoft\Windows\CurrentVersion\Policies\System /v DisableRegistryTools /t REG_DWORD

To enable registry edit..
Download: Regedit enable
Right-click the downloaded file and click 'Run'.
Now you can edit the registry.

Secondly...
Download: DrWebcureit
Logon to Windows in safe mode and run the scanner.

Now install a good antivirus software and update its definitions
Perform a complete scan.

At last..
Download: Ccleaner
Scan and fix the registry problems and also clean the junk files.
