Hello there!
I am using windows xp proffessional and i have a dial up connection(56 kbps modem). I generally get an average of 46 kbps. But after i installed this service pack 2 my internet speed went down terribly to 31.2 kbps. It never goes above it neither comes down.I tried uninstalling sp2 and then tried the net. Everything came back to normal. I reinstalled sp2 and then the same problem came up. Wat the s-h-i-t there? Please help me.

Well you know what Microsoft are really smart people, they are so smart that they think that the rest of the world are 9 year old kids on computers with no knowledge at all
Thats why when you install SP2,it limits the number of simultaneous connections to 10 and thus the slow speeds
Download and install this patch *www.lvllord.de./download.php?url=en/EvID4226Patch223d-en.zip
and set the limit to 50 or anything more than that, and voila!! your speeds shall come back
