Android is your best option.
Though Windows phone has ample amount of games (atleast say 20% when compared to Android), most of them are not free.
Only few are good and most of the devs are not showing interest in porting games to WP, coz of growing (not overgrown as in Android) userbase.

And most important of them, you can't install pirated games..

Ofcourse an Android,a no brainer. For a phone a great option is the Lenovo S920 great build quality with a Quadcore, PowerVr SGX544 and a 5.3 inch 720p IPS display all for Rs 18500 at Tradus with coupons!!! Gaming on big over 5inchers is always better over smaller counterparts IMHO.

Xperia SP is also good but small...
Android is laggy in UI no matter the phone. But with decent specs, no lag in gaming...
