Just Do It
Step 1: Make sure you have the following
A: Windows 98 Cab files or CD
B: Windows 98 Bootdisk www.bootdisk.com
C: CD Burner
D: Blank CD
E: CD Burner software (I prefer Nero)

Step 2: Make the disk
A: Put in blank disk
B: Put in boot disk
C: Open Nero (or other)
D: Tell it you are creating a bootable disk
E: It will ask you to browse to the floppy for boot record
F: Then drag your 98 files over and click burn

If you want it to got directly to windows setup, you will need to modify the autoexec.bat on the boot disk to do so.

But that bootable CD will be an image of a bootable floppy and when you boot from that CD, you will be able to access only the first 1.44mb (the size of a floppy disk).

But with that, you can format the HDD and transfer boot files to C: You can at least boot in DOS mode. Then modify Autoexec.bat, config.sys, etc., load CD-ROM drivers and re-start. You will be able to access full CD-ROM and then there is no limit to what you can do :)

Modifcation depends on your needs. But as of now what you need to do is load the CD-ROM drivers for DOS. Usually, CD-ROMs come with floppy disks that contain their drivers. Alternatively, you may have to download it from somewhere and run setup.exe (or install.exe or other similar file). That file will suitable modify your config.sys and autoexec.bat. Restart your machine and you will be able to access the CD-ROMs to its capacity.

Remember, in DOS, CD-ROM is not a plug and play device. So you need to load drivers manually.
