Do u hav admin-level access to ur system now?
If yes, then simply change ur mum's pwd 4m "control panel" > "user accounts" n thn log into their account to back up all the important files.
If not, did u try th default "Administrator" account too?
As Niral pointed out this could be a case of virus too!
Do a thorough Virus Scan using an Anti-Virus with latest updates, or better still, try an Online Virus Scan which would also detect the latest viruses.
Plz note tht anti-virus may detect th virus n clean ur system but it is very likely tht it won't undo th system-wide changes made by th virus like changing ur account types and passwords.
If removing th virus doesn't help do some search n try to find a tool or th manual steps needed to undo th changes made by th virus once u're sure tht it was th virus causing all th trouble on ur system.
Doing a System Restore generally is completely safe for the personal data files like word docs or emails etc. but if your mum's account was created after th system restore point u want to restore to, results can b unpredictable! So, backing data up is a very good option.

Yes! There is!!
You can OverTake the Ownership... But there's a catch!
You must have Admin-Level Priviledges to carry out the procedure.
I've already explained th whole procedure before in one of my old postings. You can catch it here.
If you don't have access to ANY Admin-Level Account, Don't worry...
Just take your hard-disk and plug it into ur friend's computer as a Slave device.
Then boot and log into HIS Windows XP Professional with ANY Admin-Level Account and carry out the procedure as explained by me in my old post.
