Why are CPU and GPU prices overloated compared to US

I am looking to change from Console XB1 to PC gaming . I plan to sell off my XB1 mainly because its tough to buy/sell used discs. I was looking at price of AMD rysen 1600 and RX 580 8GB or 1070 GPu. Both are like 100$ extra in Indian online stores.
Is it safe to buy them in US or other countries and assemble them in India. Like AMD and EVGA has nternational warranty. Has anybody tried it? Or is it possible to get better prices in local markets n India. I will be buying them in Chennai

AMD gpus are priced higher because of low availability and a GTX 1070 is more efficient than a RX 580. Better to fill the questionnaire before making any purchases.

Buy from US if it has international warranty support.
