where to study MS(Communication and networking)

Educational details:

Qualification Percentage Year of passing

10th ------------ > 68.5% ------> 2002
12th(M.P.C) ----> 53.5% ------> 2004
B.Tech(I.T) ---- > 61.10% -----> 2008

Additional Qualification:
IBM Mainframes>>>Intermediate Level>>>2Months Duration>>2008.

I can spare up to 12-15lakhs(all inclusive) for M.S-Networking(2yrs).
So how much Band is needed for IELTS.
Will a 15day Crash course for IELTS will do?

Please Suggest :

1.Wireless networking would be much better choice but not mandatory.
2.Also suggest any better opportunities education/job.

I would suggest US and especially Uni of California. My friend is doing his MS from there and he gives a pretty good review. It will be bit costly but its all the worth.

Next option I would suggest Aus.
