Want to buy a new graphics card under 6.5k

Guys i was new to this forum , as my friend she is gal and she is 22 , good computer programmer and also a good gamer too , she needs graphics card to play Games like Farcry2, Crysis and all the strategy games like "command and conquer-tiberium wars" etc....

She will not play @ full high , she used to play it @ 1024 X 768,in some high like texture,world detail,water

shadows and lighting @ medium

i dont which card want to buy on December 1st week, i heard that 9600GT , HD4650 are cards available , but still confused ??? which good @ the above requirements , please need help???
