Video editing PC under 30k

Posting this on behalf of a friend who wants to buy a video editing pc. I have no idea of what a video editing PC should have. Can any one suggest build for same

1. What is the purpose of the computer? What all applications and games are you going to run? (Be exact. Which games? Which applications? Avoid the word 'et cetera.' Vague answers like 'gaming' or 'office work' will not work.)
Ans: Video editing

2. What is your overall budget? If you can extend a bit for a more balanced configuration, then please mention.
Ans: 30k.

3. Planning to overclock?
Ans: No

4. Which Operating System are you planning to use?
Ans: Windows 10

5. How much hard drive / solid-state drive space is needed?
Ans: I think 250 GB SSD will be enough

6. Do you want to buy a monitor? If yes, please mention the screen size and resolution you prefer. If you already have a monitor and want to reuse it, then do mention the screen size and resolution of the monitor you have.
Ans: No

7. Which components you DON'T want to buy? i.e. which components you already have and plan on reusing?
Ans: Monitor, mouse keyboard

8. When are you planning to buy the system?
Ans: In two weeks

9. Have you ever built a desktop before? Or, will this be done by an assembler?
Ans: Assembler I guess.

10. Where do you live? Are you buying locally? Are you open to buying stuff from online shops if you don't get locally?
Ans: He lives in chennai.

11. Anything else which you would like to say?
Ans: He was thinking a build like this:
Ryzen 3 3100
ASrock motherboard
Gskill 8gb 2400mhz
GTX 1650 super
1tb hard disk
120gb ssd
Corsair cabinet
550 watts power supply

But the same will cost around 48K. Should I tell him to remove the graphic card and get a CPU with Integrated GPU ( Ryzen 3400G )

I was going around posts and found few builds: ( not sure if he is comfortable buying used parts )

PC for Online Edu + Movies/ TV [35k to 45k]

I am thinking of suggesting the below build and buy a GPU / Extra Ram or upgrade CPU based on requirement. Even if I am replacing the CPU with 3400G the budget is going up to 34k. Should I suggest him to buy a cheaper motherboard or increase his budget to 45K or 50k

The budget is not enough. :( You need more powerful cores (6+) or a good enough GPU to speed up rendering. Premiere Pro can utilize GPU hardware acceleration now on AMD and Nvidia GPUs.
