use phone and browse net at same time??

hi guys
i needa little help.i heard that if you use a splitter and connect your phone and pc together in one jack you can make calls at the same time and browse.i also herad in such case you can call a person and talk to abroad at one local call cost perhour.i want to know whether it is possible they xzay even with bsnl dial up connection youcan do it .there are people who claim they can do this , i heard about these things related voip but that was only in a dsl line.pleae help.

VOIP means Voice Over Internet Protocol. You can use a software to make international calls while surfing. That reduces the costs many fold. Using that for local and STD calls is prohibited by government. You can contact VSNL, BSNL, Rediff, etc. for VOIP software and cards.

SIFY also has Net Telephony called Way2Talk (which is legal) and the cost comes down quite a lot
