urgent help required

hi guys
I know this might just look like a common problem but I have tried everything so solve it.So plz help..
My computer boots up properly but when Windows starts loading I get a siren kind of sound and the system shut downs.It happens in my Windows XP as well as Win Me.It does not happen everytime,but there are times when I am working and the system suddenly hangs,gives the siren and shuts down.
I tried a substitute SMPS,cleaned up CPU fan.Tried with a different hard disk.But the problem persists.
Urgent help required.
ps:I would also like to know where can I get a free hard disk recovery software.

there can be many problem maker, mother board or ram can also be culprit.
if you have 2 ram, try only one, and see that its happen or not.
