Urgent Help needed

Guys, today I was using my PC as I normally do everyday.. And suddenly the power went off and ups was also empty due to frequent power cuts. But, now when I am trying to switch on the PC I am facing a problem! Whenever I switch on the PC the psu and cpu fans starts and the dvd writer led also glows but the power led of the cabinet, the mouse, the keyboard does not turn on! Also, my monitor turns on but there is no display on it!! Please help!! The PC was fine for continuous 3 years!

Probably got an answer, voltage is temporarily low due to rain most probably, will give an update at morning....

Please explain a bit further. Does the state remain for a long time after you try switching it on or does the comp turn off fully after a few seconds? There is also that bit of a chance of the ups being deep discharged.
You can try switching on the comp without connecting to ups.
