Upgrading PC

I am upgrading PC after almost 3 years, suggestions will be useful; was out of touch from computing world for a while.

My Current setup-
i5 2320 @3Ghz
Intel DH67VR Mobo
6 GB ram DDR3 @1333
GTX 650 1GB zotac
WD Green 1TB.
PSU 450W

Components changing- GPU and PSU
Budget at max 24k


Q.1. Should I also increase RAM; one more 2 GB stick will be fine?

Q.2. GPU?
Currently thinking to get R9 270x 2Gb

Q.3.PSU?
I have no idea about it;
My Current PSU is 450W some random company UMAX.

Q.4.Should I also change my CPU cooler; with stock cooler it's going over 75℃ under load.
Is hyper 212 evo fine?

I'll mostly use it for gaming.

GPU - Inno3d GTX 960 2GB -16500,
PSU - Seasonic M12II Evo 620w -6900.
TOTAL -23,400.

Please also consider about RAM and CPU cooler; I don't think over 75℃ is normal under load;
Or I should just get new GPU and PSU without increasing RAM worrying about CPU temperature.

M12II? Why not get a cheaper PSU that does the job?

A1. You should. 2GB would mean 8GB total RAM which is no longer high end and very acceptable these days.

A2. Nope. Get a GTX 960. Zotac for their 2+3(extended) = 5 year warranty

A3. You need to change it. Get the Antec VP450P instead. costs around 2.5k

A4. Since you can't OC, get a Cooler Master TX3 or DeepCool Gammaxx 300 instead. I have the TX3 and my CPU temps under load are around 65 (during these summer days in a non AC room in Delhi)

So for 24k, you should get the following from Snapdeal (they have a 7% discount running)
2GB DDR3 RAM (same brand, frequency as you have right now) I'm posting the price for Kingston 2GB DDR3 1333MHz- 1009 (after discount)
Zotac GTX 960 - 16070 (after discount)
Cooler Master TX3 EVO - 1674 (after discount) or DeepCool Gammaxx 300 from ebay.in - 1595 - some 7% discount coupon = 1483
Antec VP450P - 2345 (after discount)

Total - 21098 (with TX3) and 20907 (with Gammaxx 300)
