i would suggest going with FX-6000 series and above although they are much more power hungry than their intel counter parts, the performance difference in gaming is quite minimal and your video processsing speed will benefit from those extra cores and as FX processors are quite cheap you will be easily able to squeeze in a gtx titan (previous or current gen doesn't matter) both of the version's floating point performance is much more than any gaming gpu and they run on traditional gaming gpu drivers i.e. they are basically a combination of professional and gaming GPUs which means that they can beat any GPU in gaming and as well as perform equal to a mid range professional gpu in rendering softwares.

Stick to the Xeon mentioned .... Its better than i5 and fx8350

as you can see he only has a budget of 80-85k so he's gonna buy a pc as well as a 21-25 inch monitor in that budget so let's put aside 15k for a decent 21-25 inch monitor, and now the budget in which he wants a pc becomes 65-70k and now do you think he can still build a decent pc which he can use both for gaming and professionally with a xeon included,no,he has to go for an amd FX in order to make budget room for SSD,high end gpu good pc case etc.
