You don't need dGPU for your use case.
What Sunil suggested is HDD, for SSD go for Samsung 860EVO 250GB for 4.5K.
You can fit everything you want under 35k.

Also check primeabgb, mdcomputers & vedantcomputers for latest ram prices, they are slowly going down.Get at least 3000mhzram,preferred brands are corsair/kingston/adata(based on their official service centres in India, gskill & crucial don't have official service centres here so any rma may take a long time).

For ssd get samsung 860 evo 250gb,the best budget ssd. That Antec psu might not be available in nehru place but then most good budget psu are not available there now-a-days anyway.Order it from 1 of the above 3 sites.

Next best processor would be 2400G with 4 cores 8 threads but for same/lower price you can get R5 1600 which is a 6 core processor but without any integrated gfx meaning you will have to buy a gfx card for display output.

PROCESSOR AMD RYZEN 5 1600 (upto 3.6 Ghz / 19 MB Cache) 11850
Buy Asrock X370 PRO4 at Lowest Price in India - mdcomputers.in 7900 OR MOTHERBOARD ASROCK AB350 PRO 4 7500 X370 is just rehashed AB350 so not much difference.
Buy Online | Kingston HyperX Fury 8GB DDR4 3200MHz Memory HX432C18FB2/8 | Price in India 5100(this price is for online payment at their website,if you do neft/imps then price will a bit lower I think as that excludes payment gateway charges)
Buy Online ADATA Ultimate SU650 120GB SSD ASU650SS-120GT-R In India 1700 OR Buy Online Kingston A400 2.5" 120GB SATA III TLC SSD SA400S37/120G In India 1715
POWER SUPPLY CORSAIR CX SERIES™ CX550 — 550 WATT 80 PLUS® BRONZE CERTIFIED ATX PSU 4575
GRAPHICS CARD ZOTAC GEFORCE® GT 1030 2GB GDDR5 6700

You won't get Ryzen 1600,asrock mobos above, hyperx fury ram(I think costtocost has 2400mhz version),adata ssd & corsair latest version CX psu in nehru place(very little chance).I am not sure about zotac 1030 ddr5 version either at this price. Only product to go to nehru place seems to be cabinet.

Asus doesn't have as good options in under 12-13k price range. You can get this one for 9.5k(costtocost nehru place price is higher):
MOTHERBOARD MSI B450 TOMAHAWK

These mobos have good VRMs which cheaper ones don't have. You can get away with using R5 1600 on cheaper mobos if your processor load is usually moderate(say under 40-50% most of the time) & pc room is well cooled in summer season. Personally I would rather spend 1-2k more to get a better mobo which will not run as hot as cheaper mobos plus it can also do some decent overclocking in future if required(forget about anything above a mild OC on cheaper mobos as that will only increase the mobo & processor temps & will shorten their lifetime).
