Of the phones you've listed, considering it is for your mom and assuming she is not too much into Tech stuff, I think the iPhone 4 might make sense, simply because it works without much of a hassle. You might think of avoiding iOS 7 until the lag issues with the iPhone 4 have been solved.

I'd go with Lumia 720 only for the fact that it has expandable memory ( incase its required in the future )..the iphone4 (8GB) has just about 6GB of usable memory( for both apps & media ).
If lack of memory is no problem, go ahead with iphone4. ( do remember that it may lack some features like BT, customization,etc.). imo, the iOS is much simpler OS to use.

& yeah, like nmenon said, Avoid the iOS 7 update if you are going for iphone4.

Another option in Windows is the Lumia 1320 which has a giant screen. :)

check S4 Mini. portable size and AMOLED display.

I agree with him.......... S4 Mini is much better phone than iPhone 4 (No need of comparison between)

It has great battery life too, dual SIM is an added advantage

Some other options........... Moto G, much cheaper, provides decent battery life & great performance for the price. Basically it should suffice for your mom. It's also dual SIM
