Well, no one can suggest u a laptop configuration,for the sole reason that they come pre-configured...If u know any lappy assembler, then u may think of ur own configuration...
As for ur needs, do keep in mind that Vista ha been found to b a resource hogger & u shall need atleast a gig of RAM...So seek out lappys which hav upgradable RAM options...
For broadband, u shall need a LAN card which comes as a part of the lappy nowadays...
Else look for lappys which have a config similar to the following:
A proccy with around 1.8 to 2.2 Ghz speed + 1 MB L2 cache
80 GB HDD
512 or 512*2 DDR@400
DVD writer if u can sqeeze it in, within da budget
Also look for added features like Bluetooth connectivity, wi-fi connectivity et al
