delete them. In almost all cases it is of no harm. I recommend to use Ccleaner to do the dirty work for you as it will even clean up useless registry entries. By the way. 13 Gb seems too much. Delete the contents right away.
Download CCleaner 3.10.1525 - FileHippo.com

^^ There are 2 temporary data holder folder in our Windows PC, one is your above mentioned temp folder other is C:\DOCUME~1\your_username\LOCALS~1\Temp

You can delete data from both of them without any second thought.

@webdesigncut: for added info the Temp files contains files with extension ".tmp" & other files/folders which is used by softwares during certain operations such as read/write/install etc.
u can also access the same folder by just putting "%temp%" in run box

^^ No, typing %temp% in run box would bring temporary files created by the logged in user, it will not bring the same temp folder from the windows directory.

temp -> C:\WINDOWS\Temp
%temp% -> C:\Documents and Settings\user_name\Local Settings\Temp

(user_name will be replaced by logged in username)

Both are completely different.
