I think the webmaster might have designed or hired someone .
or do u mean background images with the images there in download section ?
- Usually it`s from many wallpapers site`s , I think Santabanta.com actually filters the good one`s from many wallpaper site`s and display for download in different categories

Just google for web backgrounds or web templates. There are many sites that offer free templates. There are also those that offer commercial templates. Often, free templates are enough to work with. One example site: www.zeroweb.org
Not much of a photoshop buff, so cant help u there.
