I want to purchase a Laptop in budget of 27k -28 K. i select thease models, please guide me about after sale service also

Go for the Dell since their ASS is proven to be the best.
But Samsung also is new to the ground, you can consider it.
Lenovo, AFAIK terrible ASS.
Toshiba, No idea. But they offer lot of value for money laptops.

In your budget the best configuration comes in samsung laptop. Battery life and screen quality is much better and it has fine after sales too.
