1060 is touted as a 1080p60 card. I don't think you can push 4k30 with high-ish settings.
Depends on the exact games though.

If you are thinking about Forza Horizon 4, then yes a GTX 1060 6GB/ RX 580 can easily do 4K30fps.
NFS is considered crap nowadays.

Almost all mainstream games like Overwatch, Fortnite, etc will run well on a GTX 1060 6GB/ RX580.
Trouble starts when you are trying to play the non mainstream games like Deus Ex Mankind Divided, Kingdom Come Deliverance, etc.

I don't have an HDR display but I've heard that HDR is a mess on PC and people have trouble trying to get HDR work correctly in games on PC. And Win 10 updates breaks something everytime. HDR is one area where consoles are flat out beating PC.

Also there isn't going to be much of a difference between NVMe and SSD in comparison to HDD vs SSD given your limited budget.
 
I was thinking about if those "racing games" mentioned here can be played with good enough settings at 4k using 1060.
For 4K you need at least GTX 1080/RTX 2070. I'm sure that can push 4K 60fps at high or ultra for games like Forza Horizon 4, The Crew 2 & F1 2018.

As mentioned earlier, 1060 is for 1080p 60fps at ultra/high. 4K is for enthusiasts & super rich people IMO. 1080p is good enough or go for 1440p.

@whitestar_999 how come cost to cost price of RX580 is so high ... prices of NP are cheaper than Mumbai where primeabgb is ....I guess I will have to go to NP to get all prices once before I make a final trip to purchase all .....

You mean to say costtocost prices are even high among NP,that sounds incorrect.Primeabgb is official distributor of many brands in India & they may be able to offer prices which NP can't match.Also I think another reason for this is primeabgb online business which seems to be doing well.Usually those doing online business understands the concept of reasonable prices to sell more quantity in long term compared to concept of high prices to extract maximum profit in short term.

I usually not goto C2C just cox of the prices, but the PDF you shared shows 580 priced much higher. Anyway I will pay a visit in the next couple of days and get the prices. 580 should be cheaper than 1060, as the initial price launch was also less for the same.

1080 is totally out of the budget. 1050Ti in all fairness is in the budget, but since I have a 4K TV I was thinking if I can play games few racing games on 1060 in medium settings or 1440p in high, and with few replies here and watching few youtube videos I can say both RX580 and 1060 can. Hence I will just check which one is cheaper in NP and get that one.

Ok Increated the budget .... its a 5-7 year investment All my PCs I have assembled have given me a nice 7+ years commitment ..:0 so why make this as an exception, hence budget raised ......so below is what I have decided. Will go to NP today to get it in all probability

1. Ryzen 1600x
2. MSI B450 Gaming Plus (can we overclock with this board, if no then will go for 1600 and not x)
3. 8GB Vengence LPX Corsair
4. Corsair CX550
5. Kingston A400 SSD 120 for OS and apps and 1TB SATA for games
6. Case any decent case for 2-3K ...unless someone suggests something ... Previously I was using CM690
7. Display ASUS VP228H......OR....please suggest anything under 10K, people say TN panels are best for gaming with 1ms GTG Response time. Like .."Acer KG241Q" ......I personally love IPS .....suggestions??
8. GPU 1060 GTX or RX580 whichever is cheaper ...
9. keyboard.mouse : Razer Cynosa Pro, Razer DeathAdder

1600X don't have cpu cooler so get 1600

Also keep in mind cooler height & your cabinet max supported cpu cooler height.I am telling this because many popular budget option cabinets like corsair spec 01 have ~155-157mm max supported cpu cooler while many good old cpu coolers like hyper 212 have a greater height than this.

Cooler master hyper 212X(largest in size,definitely check cabinet compatibility),Hyper212 LED,Hyper 410R(smallest & cheapest).

I think minimum to go for should be hyper 212,not sure 410R is better or even equal to amd stock wraith coolers.

Msi mobo not available. Have to settle with Asus b450, plus x is 3k expensive so I am going with 1600 since I will not be going for oc
Also 1600 has stock cooler so going with that only
