Programming/Designing PC - 600-650$ budget

Hey guys. I'm looking to build a new PC since I moved to US and a laptop is just not cutting it in terms of work (I'm used to desktops).

1. What is the purpose of the computer? What all applications and games are you going to run? (Stupid answers like 'gaming' or 'office work' will not work. Be exact. Which games? Which applications? Avoid the word 'et cetera.')
Ans: Primary purpose is programming and designing. Photoshop, Illustrator, sublime text, eclipse etc. Will be playing Fifa 14/15 on it.

2. What is your overall budget? If you can extend a bit for a more balanced configuration, then mention this too.
Ans:35-40k (600-650$)

3. Planning to overclock?
Ans:nope

4. Which Operating System are you planning to use?
Ans: win 7/Ubuntu

5. How much hard drive space is needed?
Ans: Not needed at all. I have a 256gb ssd.

6. Do you want to buy a monitor? If yes, please mention which screen size and resolution do you want. If you already have a monitor and want to reuse it, again mention the size and resolution of monitor you have.
Ans: 21.5" minimum. 24 preferred.

7. Which components you DON'T want to buy or which components you already have and plan on reusing?
Ans: Have a SSD. Don't want cd/dvd rom.

8. When are you planning to buy the system?
Ans: September

9. Have you ever built a desktop before or will this be done by an assembler?
Ans: Yes. My PC back home.

10. Where do you live? Are you buying locally? Are you open to buying stuff from online shops if you don't get locally?
Ans: United States. Will be buying from Amazon/Newegg

11. Anything else which you would like to say?
Ans: I need a stable and quick system since I'll be using a bunch of applications together. Usually the workflow involved 3-4 different browsers, photoshop and sublime text opened together along with a bunch of terminal windows open.

I'm ideally looking to get a 24" screen since I'm going to add a tv tuner later on to watch TV on my PC.

but the 40k PC has a lot of stuff which I don't need so I'm looking at something a bit more custom.
