problem with windows side bar

my friend have problem with windows side bar,more then explaining it i have attached screen shot of it

OS=vista,RAM=3gb,Graphic card=ATI Radeon 512mb,processor=AMD Athlon 64,kaspersky internet security up to date(licensed)its was working fine from few days windows side bar have stop working,it doesn't display anything which is shown by screen shot

try adding the gadgets once again they might have been removed by mistake or Windows

then try to install 3rd party software like Google/Yahoo toolbar..download gadgets from net

i have tried that but that doesn't worked what is the reason cause this error
