HD 6950 is generally slightly faster and consumes less power. Not a big deal though.
A 2 GB card will be faster in high resolutions a year down the line. If you find a 2 GB version of GTX 560 Ti, then get that.

yes, they do...but its always preferred to do it yourself. But if you are not confident enough you can get it assembled from them.
