Pentium G4560 - 4200
Corsair 2400mhz 4GB - 3500
Gigabyte H110M H - 4100
This is all you can get in this tight budget.

Note: H110 chipset may need a bios upgrade. Make sure it's Kabylake ready, if not ask the seller to upgrade bios when buying.

Asus Prime B250M D - 6400
This motherboard supports G4560.

iGPU is more powerful than GT210.
Asus Prime B250M D is costly, and I think this MB is for gaming. I would like to stick to Gigabyte H110MH

AMD Ryzen 1200 - Rs. 5550 (4700+ 18% ) - available locally in delhi, costtocost - *www.costtocost.in/list/pricelist.pdf . This is a better CPU than entry level intel suggested.
Motherboard- Get cheapest which has ok iGpu for you. Something like - MSI A320M PRO-VD PLUS Motherboard (Amd Socket Am4/Ryzen Series Cpu/Max 32GB DDR4-3200MHz Memory) AMD® A320 - Rs. 4200
RAM - 8GB is better, but budget only allows 4GB - 3200

Compare bench here- PassMark - AMD Ryzen 3 1200 - Price performance comparison
!!!
EDIT: R3 1200 Requires a separate GPU .
!!!
Total 13k

Optional - SSD 120GB , Rs. 2300 .
Alternative SSD option - Set a SSD cache drive. Basically a 8-32GB SSD disk which is configured to act like a quick access thing for frequently used files. This is not a very known option. Infact most are very ignorant of this option. But IMO this should be explored further by budget users. Google for 'ssd cache' .

Also avoid windows 10 like the goddamn plague! Keeps installing candy crush and facebook apps ALL THE GODDAMN TIME! DAMN@W#@# F@#$!!
Basically it can be bad wrt to performance (specially for 4gb)
Stick to windows 7/8.1

Bro, I did little research, and u have given best specs. Now I have few query :

1 - GA-H110M-H vs GA H110M -S2 , which one is good ? There is price difference of ₹500 for HDMI port. My monitor is 22" IPS with Hdmi. Would there be any difference in diplay over vga ?

2- Also suggest me 120GB ssd for fast booting up.

3- Is that true, that 7th gen processor doesntd support windows 7 ?

Don't cheap out because of that. 500 may not be for HDMI only. Components used might differ as well.

Get samsung 860 Evo 250 GB instead.

R3 1200 would need a dGPU. Mobo's don't have iGPU these days. For "Onboard graphics" it would need an AM4 APU like R5 2400G.

It has two ports (VGA and HDMI), you can display two monitors simultaneously if needed. With HDMI, you can play 4k. With VGA you can play only FHD.
Samsung EVO series are good, I am using one. I don't see any 120GB version of 860 EVO, so I don't know which one is good from other choices (brand and model)
Yes, it doesn't support. Meaning it will work but not as smooth as Windows 10. And I guess if there is any problem, not a lot of help you will get from MS or from Intel if you use Win 7 on Kabylake.

Also, check for driver support for windows 7. If they haven't made them, you would have a roller coaster ride trying to make everything work fine.

You said it is 6 year old. One shouldn't use a PSU for that long unless it has warranty left over. Also, a faulty PSU may result in a totally dead system.
I hardly use my desktop. Most of the time I and family members use laptop, tablet, cellphone only. Its family desktip for light uses.

Well, welcome back.

And don't cheap out on building PC. Increase budget. Even if you hardly game, you should go for quality and future proof PCs.
