Graphics card choice will depend on what app you intend to emulate,if it is a demanding graphics app like some game then more powerful card is better.This one is the best option at its price.

Can you also suggest intel's i5 or i7 9th gen build ? This PC is for my friend and he likes intel brand.
This PC will be used primarily for software development with some casual gaming and HD media.

Intel 9th gen build is not as good as ryzen 3rd gen/3xxx series in terms of overall performance plus they run hotter too compared to ryzen 3xxx series so you will need to invest in good cpu cooler too just to be able to run a 9th gen i7 without thermal throttling at peak processor loads.

If it would be used for gaming as well, just reduce the capacity of SSD & upgrade GPU to GTX 1660 Super for 19k. PSU are be downgraded to a Corsair CX550 (4.5k) if you want to save some money.

I think 8 cores of 2700X might help over 3600's 6 cores.

AMD CPUs just perform better than Intel in CPU intensive tasks, unless the task is heavily Intel favouring. Intel i7 9700K performs just 5% or so better than 8700K, so you can see where that will stand.

I agree that AMD CPUs seems better options these days. But this PC will be used for multiple OS and tools of witch some favor Intel chip set without any extra effort. Also my friend decided to go for Intel and fully aware of slower performance.

Go with 9600KF then(it is basically a 9600k without integrated graphics & ~3000 cheaper than 9600k) but make sure to buy this cpu cooler Buy Online Cooler Master MasterAir MA610P RGB CPU Air Cooler MAP-T6PN-218PC-R1 - in India as 9600k/kf don't come with stock cpu cooler & getting a cheap cpu cooler for 8th/9th gen i5 & above will result in thermal throttling.
