There's i3-10100 but I'm not sure about mobo compatibility and every CPU "upgrade" might require changing the mobo, well, because of Intel.

As for chrome OS, no I haven't tried it but have used Linux Mint and Manjaro. OP's budget is enough to build a good PC and he doesn't seems to have space constraints.

You can build a similar whole PC including accessories for that price. Just go to some PC shop, they will likely give parts for similar price & build it for free as well (if you buy most parts from them).
If you are in a small town/city where prices are higher, then maybe going the pre-built way is ok-ish. Ant PC has been making some PC peripherals for some time now, so not a shady seller for sure, but no idea how well they ship pre-builts & their after-sales service.
