For "future proofing" a Ryzen 3300X or Ryzen 5 3500 + USED Zotac GT1030 GDDR5 variant should be okay.
There's i3-10100 but I'm not sure about mobo compatibility and every CPU "upgrade" might require changing the mobo, well, because of Intel.

As for chrome OS, no I haven't tried it but have used Linux Mint and Manjaro. OP's budget is enough to build a good PC and he doesn't seems to have space constraints.

Since, lot of apps are available on Android, how to run Android on pc (Low Powered) and also to use JioTV, PrimeVideo etc., If any thing can you help ?

You can build a similar whole PC including accessories for that price. Just go to some PC shop, they will likely give parts for similar price & build it for free as well (if you buy most parts from them).

If you are in a small town/city where prices are higher, then maybe going the pre-built way is ok-ish. Ant PC has been making some PC peripherals for some time now, so not a shady seller for sure, but no idea how well they ship pre-builts & their after-sales service.
