For your use case Pentium/Athlon would do, but it doesn't seem like a value option and you have enough budget to for i3.

i3 12100
MSI B660M-A Pro (This is too much for your use case, but the cheapest 660 costs over 9k and they don't have VRM heat sink and just two memory slots. May be they are enough, but I don't feel like I would go for those boards).
3200mhz 8GB memory
Deepcool Matrexx 40 or Cabinet of your choice
80+ Bronze rated 450w PSU
22" IPS monitor
WD Blue 250GB nvme drive
WD Blue 1TB HDD

These will cost about 51k. Depends on where you source the products, the pricing may vary.

CPU- i3 12100- 11.6k

Mobo- Gigabyte H610 S2- 7k

Memory- 2x 8GB 3200Mhz - 5k

SSD- WD SN570 500GB- 4.3k

HDD- 1TB- 3k

Cabinet- Deepcool Matrexx 40- 3k

PSU- Corsair CX550M (or) NZXT C550 80+ Bronze - 4k

Monitor- Samsung FHD IPS 22 Inch Monitor -10.2k

Total- 48.1k

I'd suggest going for a 1TB SSD (WD SN570 1TB for 8k) for complete storage instead of adding an external hard drive.

Don't go with the B660 PRO A. It's a good board, but it's way too overkill for an i3. If you do want a B660, the Gigabyte B660 DS3H is cheaper and more than enough for the i3. Or just opt for a H610, it's cheaper and gets the job done, unless you want an extra M.2 slot for future upgrades.

I'd advise adding an extra 8GB memory stick.

Samsung monitor is available on Amazon or Flipkart.

I'm not a huge geek on monitors, so I'll tag @omega44-xt .

Both the boards (DS3H non wifi variant doesn't seem available anywhere online) costs the same. Pricing is worst for 660 chipset and can say the same for pretty much all the chipsets for the 12th gen.
The cheapest board with VRM heatsink is Giga 660M Gaming but has only two memory slots. Probably his use case never gonna demand huge amount of memory, so two may be enough. D3H is an option, but don't see available from reputed online sellers.

True. Even about 9 months after the release of Alder Lake, LGA 1700 mobos are still poorly priced. The cheapest 1700 mobo (H610) costs 7k, whereas the cheapest H510 (LGA 1200) mobo costs about 5.5k. Might not sound like a huge difference but the future of entry level mobos isn't looking too good.

Coming back to the build, the i3 12100 is a low TDP CPU (55w i think). It doesn't need any VRM heatsinks, and will work easily on an 8 phase power delivery like the one the Gigabyte H610 S2 has. This mobo can handle upto a TDP 125w (best case scenario), so VRM throttling shouldn't be a concern for H610 + i3. Only drawback of the H610 is it's lack of memory OC, but it supports 3200Mhz, which is fine for everyday use.

(Btw, if interested, you can check out the best case scenario here-)

Just get Asus H610M-E D4 or something for 7k, 2x RAM slots will suffice, so will 2x M.2 slots.

Get a cabinet with pre-installed fans, 3FS variant of that one is good at 3.7k.

This should suffice for monitor:

For the cabinet, go with the Matrexx 40 for 3k (non 3Fs). Those extra intake fans won't matter for an iGPU build, and Matrexx 40 already has a preinstalled exhaust fan.

For OS, if you've been a previous Windows 10 user, then I'd suggest going with Windows 10. If you're a new Windows user, then go with Windows 11. It completely depends on user preference. I'm currently on Windows 10, and when I tried W11 on other systems, I wasn't really satisfied. You can always upgrade to W11 from W10 anyway.
