New Config for a programmer

1. What is the purpose of the computer? What all applications and games are you going to run? (Stupid answers like 'gaming' or 'office work' will not work. Be exact. Which games? Which applications? Avoid the word 'et cetera.')
Ans: Programming with VS 2010 and VB6, FullHD Movies, Web Browsing

2. What is your overall budget? If you can extend a bit for a more balanced configuration, then mention this too.
Ans: 30k

3. Planning to overclock?
Ans: No

4. Which Operating System are you planning to use?
Ans: Windows XP and 7 (Dual Boot)

5. How much hard drive space is needed?
Ans: 500GB if possible or else 250GB is enough.

6. Do you want to buy a monitor? If yes, please mention which screen size and resolution do you want. If you already have a monitor and want to reuse it, again mention the size and resolution of monitor you have.
Ans: Need 18"/22" 16:9 FullHD Monitor

7. Which components you DON'T want to buy or which components you already have and plan on reusing?
Ans: Speakers, KeyBoard and Mouse

8. When are you planning to buy the system?
Ans: In April, 2012

9. Have you ever built a desktop before or will this be done by an assembler?
Ans: Yes, It will be done by me.

10. Where do you live? Are you buying locally? Are you open to buying stuff from online shops if you don't get locally?
Ans: My friend will be buying it from Chennai.

11. Anything else which you would like to say?
Ans: My friend who is a hard-core programmer needs to buy a PC by Next Month. He will NOT be using this PC for Gaming. I am about to suggest him the following config. But, I'm not sure about the processor and mobo which will suit for programming.

Dell ST2220L 21.5" LED 16:9 FHD - 9000
Western Digital 500GB HDD - 4500
Corsair DDR3 4GB RAM - 1200
GT-430 1GB GDDR3 GPU - 3200
FSP SAGA II 350W PSU - 1500
Samsung 22X DVD - 1000
Zebronics Budget Series Pine Case - 1500
Total - 21900

I need your suggestion for processor and mobo for this config. Any other config is also welcomed...!

instead of ST2220L take a look at benq G2220HD/2222HDL for ~7200.good reviews on net & also by many here.get corsair cx430v2 for 2300 instead of saga II 350W(3yr warranty & FSP only repair in its 2yr warranty while corsair replaces).

processor:amd phenom II x4 960T~6800
mobo:gigabyte GA-880GM-D2H~3600.make sure to get rev 3.1 because newer rev 4.0 has inferior power supply components meaning more risk if decide to overclock or unlock to 6 cores.960T has a good chance of unlocking to 6 cores(different from overclocking)but it also means increased power consumption by processor hence the preference for rev 3.1
