Need Help With Upgrade

OK Guys, so this is not a typical new config post. I have a Gaming PC which I assembled around 3 years ago. The Config is-

Intel i5-3570k
Asus Maximus V Gene Motherboard
Corsair Vengeance 8GB RAM
Sapphire R9 280X 3GB OC version
Corsair CX 600 PSU
Samsung 23" FHD monitor

So what I want to know is if I want to play games at 2k/4k with Ultra settings what would I have to upgrade? Obviously GPU and monitor would be upgraded, anything else? Also which GPU and monitor to buy?
Budget is max 40K.

Forget about upgrading both, good 4k monitors alone cost 40k+

As for the GPU, GTX 970 fits your budget.

It's a 2560x1440 monitor. I'm open to the idea of international shipping.

^^ I wouldn't take the risk. importing such monitors is highly risky. if you have some relatives to help you out if something happens wrong, then go ahead and buy one. if not, i would say, skip that idea.

Hm, looks like even 1440p gaming is not possible on my budget. I'll have to ditch the idea.
