Need Android Mobile Under 8k Must be moddable or custom rom friendly

Hello,
I would like to purchase a mobile no matter if it is lava, byond, intex

*Must Provide 1yr guarantee or atleast 6month (i know modding voids warranty)
*Must be moddable and cynagemod friendly or atleast compatible with roms.
*Must be 4.2 updaradable

That's it...
Any idean on hardware requirement of Android KIT KAT version?

No Indian made phones have ACTUAL Custom ROM support.. No i dont mean those cheapass framework skin roms made by noob developers.. I mean actual mods like Cyanogenmod and OxygenMod etc..
The best you can get with ROM support is Huawei y300 and Pantech Burst
PS: Im not sure Huawei Y300 is developer friendly, pls search around.. I believe it should be

Purchased Lava 458q Was selling at very cheaper rate and wanted this for sis so grabbed the opportunity...
