I am more in inclined towards Lumia 520 and is available on flipkart for 7.6k. Other Phones I like to consider are from lenovo and XOLO( I am not sure about the A.S.S of both. No Desi brands like micromax and karbonn.
Is there any other options?

If Nokia X, recently launched were not priced high, I would have suggested Nokia X.
But now, Lumia 520 it is.

Can anyone comment on any flaws of the L520 other than the apps,front camera and flash?Is the lumia 520 upgradeable to the upcoming windows 8.1 os?

Yes. All current WP8 phones will receive Windows 8.1 upgrade.

No to Nokia X. Price is too high for its specs. Plus, Android. Stripped down.

Yes to L520. Extremely VFM. Sexy looks. No lag. Unlike lagdroid.
