Need a Desktop rig around 40k

please suggest a good rig around 40k (excluding Win7 which is about 6k), an Intel sandy bridge processor is a must, and a good GPU is also appreciated...
(I can wait till April if there is any price drop or new launch of GPU/CPU)

Also, suggest for an External USB Drive of 320GB in size and around 4k...

If you want Sandy Bridge you will have to wait till April anyway as there has been a recall of all Sandy Bridge motherboards.

PS- why they are calling back the Sandy Bridge CPUs??

not CPU. only the motherboard. the southbridge chip is faulty slowly damaging the Sata ports (controller actually). so it'll be replaced with a new chip so the delay.
