Multimedia Desktop Assembling help

Right off the assembly line
I would like some suggestion to assemble a desktop for multimedia purpose(ENTRY LEVEL) for around Rs 30,000/- or less for the 4 components that is , Motherboard, Processor, Ram and graphics card, the rest of the components are available with me.Thing is i am not a professional but have recently been into video making as a hobby therefore i dont want to shell out a big sum. i use software's such as sony vegas pro and with my current system the program crashes in the mid process when the load becomes heavy and i've face lots of other inconveniences too. therefore it would be really nice if you would suggest some nice configuration as said. thanks in advance

1. What is the purpose of the computer? What all applications and games are you going to run? (Stupid answers like 'gaming' or 'office work' will not work. Be exact. Which games? Which applications? Avoid the word 'et cetera.')
Ans: video editing purpose. Sony vegas pro.

2. What is your overall budget? If you can extend a bit for a more balanced configuration, then mention this too.
Ans: Rs 20,000/- for RAM, Processor,Motherboard, Graphic card. yes can extend my budget upto 30,000/- but lower the better(if possible).

3. Planning to overclock?
Ans: no.

4. Which Operating System are you planning to use?
Ans:windows 7

5. How much hard drive space is needed?
Ans: not needed

6. Do you want to buy a monitor? If yes, please mention which screen size and resolution do you want. If you already have a monitor and want to reuse it, again mention the size and resolution of monitor you have.
Ans: no. my current monitor is 19" AOC F19s VGA 1366x768 Widescreen LCD Monitor

7. Which components you DON'T want to buy or which components you already have and plan on reusing?
Ans:HDD, PSU, Cabinet, monitor, DVD drive.

8. When are you planning to buy the system?
Ans:ASAP

9. Have you ever built a desktop before or will this be done by an assembler?
Ans:yes

10. Where do you live? Are you buying locally? Are you open to buying stuff from online shops if you don't get locally?
Ans:nagaland. buy from online.

11. Anything else which you would like to say?
Ans: need the configuration for a non-professional entry level video making. thanks in advance

RAM - Corsair Vengeance 8GB (4GBx2) -5600,
Graphic Card - Sapphire R9 270x 2GB -15000.
TOTAL -34,200.

THANKS bro, btw can u suggest some lower Graphic card say within 5k range. then it will be the idealest budget for me

which psu do you have?
since vegas pro can utilise opencl acceleration , i suggest to get these.
fx 8320 - 10k/fx 8350 -12.5k
gigabyte 970a ds3p - 5.8k
kingston hyperx blu 8GBx1 -4.7k. get one more later.
hd 7770 - 7.3k

if it is a generic psu, get antec vp550p at 3.5k
