Good question !! Posting this because I have the same questions and am trying to choose between the two myself
AFAIK ZF2 has poorer dev support because of it being an intel chipset and also a worse camera
Play apparently has heating issues
^^From what Ive heard ie

ZF2 already has a variety of AOSP based ROMs if one is after that
Now for the pros and cons
ZF2
Better CPU and GPU
Better Multitasking

X Play
Better battery
Better Camera

Then why care about dev support at all

have you heard of stability ?? or do you simply use dev support blindly

Some roms are way better than PA and CM, especially when the development gets stagnated for CM or PA for a particular phone.

true but usually its the other way around for the more popular models
also stability has a larger role to play imho

crazy techie
The Moto X Play seems to be the logical choice for now if the performance edge that the ZF2 has over the X can be ignored. And yeah, Moto X will obviously have far better dev backing as has been the case with the previous gen Moto X devices and hence more ROMs to tinker around with.
