Mobile anti-theft/protection app paid or free

Need help..
Friend purchased Redmi Note 7 Pro in march 2019, now it's stolen on Mumbai local railways..
He filed complaint in Railway police station.
Unfortunately mi find device was not turned on in redmi note 7 pro.
Mobile is already pattern and fingerprint locked.
Also mobile bootloader is locked. (so at least data theft will be not possible)
mobile don't have any protection app installed.
So, please suggest some good free or paid mobile protection app against mobile theft.

No app would be useful if the phone is switched off.
Google has already included Find My Device feature but even that would require phone to be switched on.
While travelling be vigilant, be safe. Keep every important stuff in your eyesight and/or within reach.

I checked it and this is currently operational for Maharashtra and Delhi subscribers only. OP's friend would need to file an FIR first.

Most mobile insurance polices I found cover physical damage like screen damage but not theft but found this one does:

There's nothing we can do when phone is switched off, but for an extra security layer which app will you use?

Cerberus is the best of all what I heard long ago, its a paid one but has many useful features.

I dont have an idea about android; iPhones, however, have an inbuilt theft protection within them. The problem is that most of the times, the device is too obscured by the geography to be found (e.g. Chawls, Railway stations, etc.). I love that these apps exist, but their practicality is severely limited.
