Middleman service

Well I wanna buy a product from UK / US from a person .So looking for a middleman service like paypal ( Paypal does not guaranty 100 % refund ) that can make this transaction secured for both buyer & seller

heres how it should work

1> I send the payments to middleman
2>Middleman notifys Seller that payment received from buyer
3>seller ships the product
4> Buyer receives the product ,checks it as per promised specifications
5>Informs middleman abt de product
a> If product receieved is same as promised (by seller) Middleman releases payments to seller
b> if not, payments is sent back to buyer

Even paid services will do.

or some other way I can secure the transaction .

Nobody can guarantee 100% refund they incur expenses when you transact.

well ,even that will do ,but they should specify specific amount that they will be refunding ,that de reason I said even paid services will do.I m ready to face the charges meant for transaction.
