Lowest Possible Budget PC Required - Sub 15K

1. What is the purpose of the computer? What all applications and games are you going to run? (Stupid answers like 'gaming' or 'office work' will not work. Be exact. Which games? Which applications? Avoid the word 'et cetera.')
Ans: Development work - Android Studio(with Emulator) , Visual studio 2017, Excel VBA, Browsing, Movies.
Gaming should be possible in future by adding Graphics card.
2. What is your overall budget? If you can extend a bit for a more balanced configuration, then mention this too.
Ans: Max 15k. Strictly no extension.

3. Planning to overclock?
Ans: No.

4. Which Operating System are you planning to use?
Ans: Windows 10.

5. How much hard drive space is needed?
Ans: 250 GB enough for now. Can extend in future.

6. Do you want to buy a monitor? If yes, please mention which screen size and resolution do you want. If you already have a monitor and want to reuse it, again mention the size and resolution of monitor you have.
Ans: Need a Monitor. 18" preferably with 720p resolution.

7. Which components you DON'T want to buy or which components you already have and plan on reusing?
Ans: We can skip the Speakers. Will buy in future. Need all other stuffs kb, mouse and ups.

8. When are you planning to buy the system?
Ans: 1st week of December

9. Have you ever built a desktop before or will this be done by an assembler?
Ans: I have built desktops before and I will build this one too.

10. Where do you live? Are you buying locally? Are you open to buying stuff from online shops if you don't get locally?
Ans: Pondicherry. Local shops are damn costly. Will buy from online only.

11. Anything else which you would like to say?
Ans: Open to Intel/AMD.

Do not go for a 720p monitor for development purposes. You will cripple your development efforts. Get a 1080p monitor along with a Gseries processor.

Don't take this risk. You might get an EOL config which ends up frying itself just days after "warranty" ends if not in a month.

PS: Such sellers are known to sell much much older hardware and you have no way of finding where the seller got the parts from.

1) Will a core2duo system suffice my requirement ? (Will increase my budget to 18k)
or
2) I have Asus A42F model laptop with Core i3-370m cpu and 2 GB DDR3 memory. More than 5 years old. Its battery is almost dead and keys are dying one by one. I'm having hard time in browsing itself with multiple tabs. Whether adding 2GB more RAM will help me ? (costs 4k)
or
3) Are the all in one desktops with celeron and pentium processors powerful enough ?

1. For your primary intended purpose, no.
2. Don't spend money on this laptop. It has reached its end of life phase.
3. All in One desktops (particularly those in your budget) are waste of money.

You need to increase budget buddy.

It's easy to build a 15k PC but not for the jobs you've mentioned.

A 19" 768p Monitor will cost you around Rs 4500-4800

I have an AMD X2 PC as well as an Am1m PC, the Proc+Mobo+RAM costs are around 6k, both of which (barely) suffice for watching videos, even Chrome and Excel really struggle to run on them.

Add Cabinet ( with generic PSU ) ~ 1.5k
HDD ~ 1.5k
Mouse + Keyboard ~ 0.6k

And you can have a 15k PC ready, but as I said, don't expect to work on it with the apps you mentioned.

do you feel performance lacking when only 2 or 3 tabs are open ? if not then definitely adding 2gb more ram will stop all the slowdown you experience when lots of swapping on harddisk is going on with constant 100% disk usage (check in task manager first)

i think adding 2gb ram would be a better option in your case.. you can look into buying good quality in warranty 2nd hand ram so your investment will be lower you might be able to get one for rs 1000-1200.. and not 4k even new 4gb ram costs less than that..

while your laptop is at the end of its life this is still a good option when you are strapped for cash.. just buy an additional pc usb keyboard.. so even if your laptop does fail requiring heavy repair costs.. you can still sell the ram seperately and recover most of your investment.. (unless you are really unlucky and ram too fails and warranty is denied to you for whatever reason.. low chances of this happening though)

android studio will still struggle as it needs a lot of ram but without emulator on 4gb on linux and when not compiling it may not be that bad of an experience from what i know.. use your android phone for debugging..

and save more up till then and then think of buying a good config pc..
