How is the Acer laptop these days ?

I think this is the cheapest 7th gen i5 H model:

8250U will be faster than comparable 7th gen i5 in short duration but 7th gen i5 H will be faster overall in longer duration as it is not possible to run U model processor at full performance for long duration because of throttling.As you now have some experience with online laptop shopping I would suggest to check out any potential model in offline stores first even if you decide to buy online again.

I see Intel price 250$ for both 8300h and 7300hq Processor, and I am unable to locate any 8300h based Laptops on Amazon.in or Flipkart India (Amazon.com have).

Usually how long we have to wait for Laptop with this processor to arrive?

^^a few months after US launch is my guess.In India companies don't sell many units with these kind of specs so until old stock is cleared they don't launch newer models.

+feature 1050 nvdia graphics based laptops and H based processor ,Pref linux or DOS

This one has ssd too but still check the price in offline store & also see if similar model with 1050Ti is available at cheaper price than online prices.

This is more than enough to run VMs you only need to install another 8GB RAM. My laptop is a 4th gen i5 which is a U variant through this I can run 4 VMs at a time Laptop I have mentioned here is a non U variant so it can run more VMs with ease but you need to add more RAM.

I must say get i5 one and add 1 more 8GB RAM which will enable you to run VMs smoothly.

^ 7300HQ is a 4C/4T proccy. It could cause bottleneck if running multiple VMs simultaneously.

^^There is no better alternative,8th gen 8250U with 4C 8T will be faster for shorter durations but after some time thermal throttling will kick in(no way to prevent it as it is in fundamental design) so on an average a 7th gen i5 will be faster than a 8th gen i5 for long durations of regular usage of high cpu loads.

I can run 4 VMs on my laptop which has i5 4210U & 8GB RAM, I couldn't run more due to lack of RAM so I don't think OP will have any issue with Quad core
